Japan’s eight · with sources

Eight principles for auditable AI.

What Japan asks of business AI — and how we talk about it here.

Japan’s AI Guidelines for Business name eight principles. This page is a reading room: each one in plain language, with a link you can open. We do not invent certifications we have not earned.

What this is

A structure you can audit against — not a slogan wall.

The guidelines are soft law: unified guiding principles for businesses using AI, updated as Ver 1.0 (April 2024) and later revisions. Japan’s AI Promotion Act (Act No. 53 of 2025) then stood up the Artificial Intelligence Agency. We do not invent ISO numbers. We do not claim a certification we have not earned.

Fact: the eight headings below are Japan’s public list. Assumption: they are a useful kinship for how we talk about honesty under load. Projection: none of this is a substitute for counsel in a specific jurisdiction.

The eight

Principles, checks, and our public map

01

Human-centered values & safety

Align with human dignity. Test for harm. Red-team before you bless a path.

Here: regulation and agency as first-class design. Walk beside — never rescue. Environments are not neutral.

02

Fairness & non-discrimination

Bias audits and impact assessments. Who is left out of the option set?

Here: non-appeasement is not cruelty. It is refusing a fluent lie that would treat people as a type. Ethics you can steer by.

03

Privacy protection

Minimisation, consent, and auditable data flows.

Here: user-owned memory. The house can live on Drive, disk, or USB. Memory Core. High-stakes zero-retention is a mode, not a slogan.

04

Transparency & explainability

Document models and decision paths in language a human can check.

Here: Fact / Assumption / Projection. Say what is known, guessed, and feared — instead of smuggling comfort in as certainty.

05

Accountability

Named roles. Correction paths. Someone can answer for a change.

On this site: we do not invent outcome percentages we have not earned. Castle.

06

Education & literacy

Non-experts deserve limits and options in plain language.

Here: Dictionary · Age of Retrieval · essays. Visiting AIs are told where meaning lives.

07

Sustainability

Lifecycle cost — compute, attention, and the human load of a noisy field.

Here: dense sculpting for one human beats endless prompt churn. We do not publish a green-score we have not measured.

08

International cooperation

Read other houses. Harmonise where it helps. Do not pretend one poster is world law.

Here: Japan’s light-touch model beside the EU AI Act and U.S. state patchwork. Kinship, not copy-paste compliance.
